<br />Commission Minutes-February 22, 2000 2096 <br /> <br />AMENDED MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to amend the <br />motion so that the ballot question includes "a period of six years <br />beginning December 1, 2000". At the call for the question, the <br />amended motion carried unanimously. The main motion carried <br />unanimously. <br /> <br />RESOLUTION #2000-1 <br />ADOPTING EXCISE TAX FOR EMERGENCY SERVICE COMMUNICATIONS SYSTEM E-911 <br /> <br />WHEREAS, The North Dakota State Legislature in Chapter 57-40.6 ofthe North Dakota Century <br />Code has a process by which counties can generate income through an excise tax on the use of <br />telephone access lines in order to finance an emergency 911 telephone system; and <br /> <br />WHEREAS, The citizens of Cass County voted to implement an emergency 911 telephone <br />system in 1988 and to levy a $.50 per access line; and <br /> <br />WHEREAS, The Board of County Commissioners of Cass County voted to continue the <br />emergency 911 telephone system in 1994 and the levy of $.50 per access line; and <br /> <br />WHEREAS, The Board of County Commissioners of Cass County deems it to be a health and <br />safety benefit for the county to continue to have an emergency 911 telephone system; and <br /> <br />WHEREAS, The Board of County Commissioners of Cass County are facing increased costs <br />for operation of the emergency 911 telephone system; and <br /> <br />WHEREAS, The North Dakota State Legislature in Chapter 57-40.6 of the North Dakota Century <br />Code requires the continuation of the excise tax to be accomplished by a vote of the citizens of Cass <br />County; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners, of Cass <br />County, North Dakota, as follows: <br /> <br />1. That the County of Cass continue with the emergency 911 telephone system established <br />in 1988 for the safety of the citizens of Cass County. <br /> <br />2. That the following issue be placed on a ballot at the June 13,2000 primary election in the <br />County of Cass for those geographical areas within Cass County where other political <br />subdivision have not already imposed such an excise tax: <br />
