<br />ANNUAL MEETING OF MEMBERS <br />NORTH DAKOTA INSURANCE RESERVE FUND <br />MAY 6, 2004 <br />10:30 AM <br />RAMKOTA INN - BISMARCK, ND <br /> <br />The annual meeting of members of the North Dakota Insurance Reserve Fund was called to order <br />by Board Chairperson Hjalmer Carlson at 10:30 a.m. on Thursday, May 6,2004 at the Rarnkota <br />Inn, Bismarck, ND. <br /> <br />Chairperson Carlson stated that, with the attendance of members present and the written proxies <br />received, a quorum had been established. <br /> <br />The first order of business was review and approval ofthe 2003 NDIRF annual meeting minutes. <br />A motion was made and seconded to approve the minutes as presented. (Fred Bott/John Hauck, <br />passed unanimously by voice vote.) <br /> <br />Chairperson Carlson welcomed everyone to the meeting. He reported that NDIRF now has 2,500 <br />members which encompasses nearly 90% of all possible entities in North Dakota. Providing <br />service and training to members remains a priority ofthe NDIRF Board and staff. <br /> <br />NDIRF board members and staff were then introduced. <br /> <br />CEO Steve Spilde also welcomed everyone to the annual meeting and then reviewed the NDIRF's <br />2003 business affairs and current events. Steve reported that 2003 members' premium distribution <br />showed Counties at 30%; Cities at 30.4%; Others at 21.9%; and Schools at 17.7%. Slides that <br />revealed the past IS-year revenues and balance sheet were shown. The NDIRF paid out <br />approximately $3 million in conferment of benefits for 2003 and Steve stated this program <br />remains highly popular among members and thanked members for their continued effort in <br />helping keep losses under control. A claims audit was conducted in 2003 and it was reported in <br />the audit that NDIRF is doing a great job in its managing and handling of claims. <br /> <br />Mr. Spilde reported that NDIRF remains committed to support training efforts to NDIRF members <br />and that, in 2003, over 4,000 member employees attended defensive driving courses and sessions <br />on ethics in government and volunteer liability issues, among many other programs. NDIRF <br />continued sponsorship for training sessions during the annual conventions of the ND School <br />Boards Association, ND League of Cities and ND Association of Counties. Other sponsored <br />training events included law enforcement liability and swimming pool operations. Regional <br />member meetings were conducted by NDIRF Risk Services personnel and, with the great <br />comments received on the meetings, it is anticipated that more will be held in the future. Other <br />sponsored items were an enhanced subscription to the ND Employment Law Letter, an updated <br />NDIRF coverage brochure, an updated township manual, a playground safety seminar, assistance <br />with the development of a city official handbook, law enforcement field officer training and TZ <br />issues regarding roads and signing. <br /> <br />The NDIRF staff was recognized for their efforts this past year. <br />
