<br />Commission Minutes--March 21, 2005 2873 <br /> <br />state's attorney approval and authorize the chairman to sign: On roll call <br />vote, the motion carried unanimously. <br /> <br />River Keepers-lease of flood lot in Stanley Township; <br />Roadway Services, Inc.-crack seal project on various county highways <br />in the amount of $164,948.08; <br />ASTECH Corp.-chip seal on various county highways in the amount of <br />$368,688.62; <br />Edward Byrne Memorial Justice Assistance Grant-authorization for <br />Sheriff's Department to proceed with electronic application and <br />subsequent electronic filings to help fund the drug task force; <br />North Dakota Department of Transportation-traffic safety grant in the <br />amount of $8,000 for increased alcohol enforcement, and approve the <br />related budget adjustment. <br /> <br />9. ROAD RESTRICTIONS, SprinQ load restriction map revised <br />MOTION, passed <br />Mr. Bennett moved and Mr. Wagner seconded to revise the previously <br />approved spring load restriction map and corresponding table to modify <br />Cass County Highway 6 between Cass County Highway 17 and 1-29 to <br />an unrestricted condition and authorize the posting of Orchard Glen <br />Park Drive for automobiles only, according to a memorandum from the <br />County Engineer dated March 18, 2005. On roll call vote, the motion <br />carried unanimously. <br /> <br />10. COUNTY-OWNED LOTS IN ORCHARD GLEN AND FOREST RIVER SUBDIVISIONS, <br />HuntinQ subcommittee recommendation <br />Mr. Wagner outlined the subcommittee work on the topic of bow hunting in the Orchard Glen <br />and Forest River Subdivisions south of Fargo. The committee first met on December 21, <br />2004, and during the process received input from the Sheriff's Office, State's Attorney, <br />County Engineer, North Dakota Game and Fish Department, Stanley Township, local <br />residents and local citizens. Questionnaires were sent to over 60 residents, of which <br />approximately 40 responded to the survey. Results were equally divided in favor of and <br />against bow hunting on the county owned lots in these two areas. A public input meeting <br />was held on February 1, 2005, at the Reineke Fine Arts Center on the NDSU Campus. <br /> <br />Minutes of the final committee meeting held February 15, 2005, include recommendations to <br />deny hunting in Orchard Glen and to approve hunting in Forest River with some stipulations <br />and guidelines that include hunting deer with a bow only and to be done on a two-year trial <br />basis. The committee also recommended proceeding with the ordinance process, and the <br />state's attorney prepared a draft ordinance with a subsequent policy change if hunting is <br />allowed in some parts of the Forest River Subdivision. <br /> <br />Doug Leier, North Dakota Game and Fish Department Outreach Biologist, was present and <br />said he is willing to work with the county and its citizens to provide expertise in implementing <br />the hunting program that is envisioned. Sheriff Don Rudnick was present and said he would <br />not anticipate that a large number of people would be bow hunting in the area on the same <br />day. <br />
