Please find enclosed a/an -

1. Draft agreement for professional services, AlA Document B 141-1997, Part 1
outlines the scope of Architectural and Engineering Services to be provided by our
office and consultants to Cass County for a 96-bed addition to the Jail.
2. Project schedule, which identifies the period of time required for completing design,
the bidding, and an estimated construction time frame with owner transition to
inmate occupancy anticipated happening by January 1,2007.
3. Estimated cost for a jail expansion that contains 96 additional beds, demolition, a
modification of existing space to provide secure vertical circulation for jail staff
between the first and second levels. A perimeter chase(s) around any new addition
intended to house plumbing, electrical and fire protection devices, this in response to
a request to provide easier access for lifetime service of fixtures and devices. The
continued use of the steel "Acoustic Deck" above the cells in all pods (on the
original jail project this was an add alternate for all housing areas, this is now
projected to cost an additional $59,000 for the new expansion area). A line item on
the estimate is included that identifies contractor profit and overhead for the new
construction in the amount of $193,000. Inflationary markups with "out of the
ordinary material" escalations could amount to as much as $746,000, and finally a 5%
or $175,000 contingency is being suggested for any owner approved change during
the design and construction or possible earmarked for security furnishing etc.
Following completion of schematic design, that estimate will better reflect the actual
cost of this construction.

The critical integration of the some new equipment into the existing jail systems has been
identified as HV AC controls, security card reading, door controls and the key/locking
systems. Cass County's desire to extend these vendor components into the jail expansion is
undeniably a step toward assuring system compatibility and a simplification of any required
service in the future by only having to contact a single vendor for each of the systems.

701.282.5505

810 1st Avenue Notth
PO Box 2823
Fargo, Notth Dakota 58108
Fax 701.232.5338
e-mail info@fossassociates.com
