I implore you to carefully consider the impact of this chapter if it is
adopted in its current form.

In response to concern expressed by several members, the HBA of Fargo-Moorhead and
representatives recently met with Mr. Keith Berndt, Cass County Engineer, to discuss the
chapter and its philosophical theme.

Based on the information provided so far, we're especially concerned about:

1. Items being too restrictive for growth, with little room for negotiations
2. Overlap with federal and state policies
3. A plan that has been developed with a metropolitan flavor, not conducive to other
towns and townships located in the county

The HBA ofF-M respectfully requests that the County Commission delay taking formal action
on Chapter 6. Our suggestion would be to rework the chapter to reflect a "managed growth"
sentiment versus the "anti-growth" sentiment that is so prevalent throughout. The HBA also
asks that community and HBA representatives be appointed to review subsequent county
subdivision ordinances.

We appreciate the hard work and dedication put forth by the County Commission, Planning
Commission and County Engineer regarding the comprehensive plan. Thank you in advance
for taking the time to consider this letter, and please feel free to call HBA Executive Vice
President Bryce Johnson or me anytime.

Sincerely,

1J~ '?cLs--

Dave Anderson
HBA President

cc: Mr. Keith Berndt, Cass County Engineer

~~JtN

OF HoME BUU.oERli
