<br />1 <br />2 <br /> <br />Fifty-ninth <br />Legislative Assembly <br />publications that promote child support enforcement activities. The state aaencv shall develop <br />and maintain a business pia'; that defines the Qoals and objectives of the child support <br /> <br />3 <br />4 <br /> <br />enforcement program, identifies methods to increase child support collections or reduce unpaid <br />child support. and outlines the process for evaluatina proaress toward the aoals and objectives <br />in the business plan. The state agency must maintain a record of its use of improvement funds <br />and the anticipated result from the use of the funds. Improvement funds may only be used for <br />activities that are included in the business plan maintained under this section. <br />SECTION 11. Three new sections to chapter 50-09 of the North Dakota Century Code <br /> <br />5 <br />6 <br /> <br />7 <br />8 <br /> <br />9 <br />10 <br /> <br />are created and enacted as follows: <br />County Dayment of costs of state agency - EauiDment. <br /> <br />11 <br />12 <br /> <br />1:. <br /> <br />For years on or after January 1. 2006. each county shall pay the state aaencv an <br />amount equal to the county's allocated share of the regional expenditures for <br /> <br />13 <br />14 <br /> <br />administration of the child support enforcement proaram for year 2004 minus any <br />child support incentive payments and other federal or state child support <br /> <br />15 <br />16 <br /> <br />enforcement reimbursements received by the county durina the year 2004. The <br />value of any office space provided bv a county at no charge during the year 2004 <br /> <br />17 <br />18 <br /> <br />for administration of the child support proaram is considered an expenditure under <br />this subsection unless the county and the state aaencv aaree that the same office <br /> <br />19 <br />20 <br /> <br />space will be provided by the county to the state aaencv at no charae to the state <br /> <br />aaency. <br />The amount due from a county to the state aaency under subsection 1 is reduced: <br /> <br />21 <br />22 <br /> <br />2. <br /> <br />a. <br /> <br />By twenty percent for the years beainnina Julv 1, 2007: <br />By forty percent of the years beginning July 1. 2009: <br />By sixty percent for the years beginnina July 1, 2011: <br />By eiahtv percent for the years beainnina Julv 1. 2013: and <br />By one hundred percent for the year beginning July 1. 2015. and every year <br />thereafter. <br /> <br />23 <br />24 <br /> <br />J1. <br /> <br />c. <br /> <br />25 <br />26 <br /> <br />d. <br /> <br />e. <br /> <br />27 <br />28 <br /> <br />3. <br /> <br />Any equipment. including technology-related equipment. furnishings. and supplies <br />in the control and custody of a reaional child support aaency on the effective date <br />of this Act must be transferred to the control and custody of the state agency. <br /> <br />29 <br />30 <br /> <br />Page No.1 0 <br /> <br />58282.0100 <br />
