~@Wil@~@[fl)~[mJi]

Fargo-Moorhead Metropolitan Council of G~-efnments

To: Policy Board

From: Bob Bright, Executive Director

Re: FM Metro COG Expansion Subcommittee

Date: January 12, 2005

At your December meeting the Policy Board approved the concept of creating a
subcommittee to work with outlying communities interested in joining COG, The purpose of
this agenda item is to accept and approve the membership of the committee and formaliy
create the subcommittee.

I would anticipate that the subcommittee would meet once or twice a month for several
months until a recommended method of adding new members is developed. It will be
nE3cessary to negotiate-with prospective members to insure they are consulted in the process.
A recommendation would then be brought back before the full Policy Board for consideration.

The primary issues that the subcommittee must develop recommendations for are dues from
new members and policy board voting. There is a carefully developed balance on the Policy
Board at present and adding new members will require an adjustment to that balance.

SUGGESTED MOTION:
Move to appoint Darrell Vanyo to serve on the Fargo-Moorhead Metropolitan Council of
Governments expansion subcommittee.

'I
't
