The residence has experienced foundation <br />shifting from the slide and further damage to the home is likely to continue. <br /> <br />The ND Division of Emergency Management (ND-DEM) has indicated that <br />funding of 75% ofthe cost of an acquisition is a possibility through the Pre- <br />disaster Mitigation Program (PDM). This is a relatively new program and <br />is somewhat different from the Hazard Grant Mitigation program that the <br />County has received funding from previously. There are no guarantees <br />that the application will be approved if submitted. If the application were <br />submitted and approved, the County would own the land similarly to the <br />previous flood acquisitions. The grant applications are due in Bismarck in <br />February . <br /> <br />If the Commission elects to submit a grant application, I recommend that an <br />agreement be entered into with owner or other private parties to fund the <br />25% local match. I would also recommend an agreement be entered into <br />with the Highland Park association to take over maintenance of the lots <br />after acquisition. <br /> <br />SUGGESTED MOTION: <br />Option 1: Direct County Engineer to complete grant apflication for funds <br />to acquire the residence and surrounding lots at 13 19 641 Avenue North in <br />the Highland Park Subdivision. <br />Option 2: Decline request for County sponsorshif of a grant application to <br />acquire the home and surrounding lots at 1319 641 Avenue in Highland <br />Park. <br /> <br />J:\Admin-Eng\Commission Consp\2()O4 Correspondencc\Agenda Memo Highland Park River Bank Slide <br />I 22304.doc <br />
