At the time Remington was considering
Mapleton as a site for a new plant, the North Dakota Department of
Commerce contacted us. The Department of Commerce requested to
exempt this Yz-mile stretch of Cass II from springtime load restrictions in
order to accommodate Remington's needs. We (Cass County) agreed not to
post it for spring load restrictions ifthe State of North Dakota would
provide $100,000 for an overlay to strengthen the road section. We
overlaid the segment and have not posted it for spring restrictions in recent
years. Remington has now requested that trucks with proper axel
configurations be allowed to exceed 80,000 lbs.

I recommend that temporary permits be issued to Remington that are valid
for hauling heavier loads with an expiration date of June 1,2005. That will
provide time for us to revise our gross vehicle weight policy.

SUGGESTED MOTION: Authorize County Engineer to issue permits to
trucks hauling to/from the Remington Seed Company on Cass County 11
between Mapleton and 1-94 to haul up to 105,500 gross vehicle weight
subject to legal axel loads.

J:\Admin-Eng\Commission Corrsp\2004 CorrespondencelConsent Agenda Memo Gross Vehicle Weight Hybrid
Seed 122204.doc
