The courthouse A vaya telephone switch hardware and software is
obsolete. The last software upgrade to the phone switch was in 1999 when it was
done for Y2K compliance. Currently our phone software is about 8 versions
behind the latest release and support for these older versions is expected to be
discontinued within the next two years. NACR has proposed to upgrade the
existing software and replace several obsolete circuit cards.

2. Over the last two years we have seen an increase in faulty phone stations
around the County. We have in the past been paying for repairs of these units,
however most of the existing AT&T telephone sets the County owns have been
discontinued and repairs are costly. Starting in 2004 we have been replacing
faulty phone instead of trying to repair them. As part of the upgrade to the phone
switch (Para 1), circuit cards that support these older phone sets will be removed.
The proposed plan is to replace approximately 180 phones in the Courthouse and
Annex.

3. The Cass County Jail phone system was installed in 2002 during
construction. At the time, the costs of phones system options were evaluated and
the most cost effective solution was chosen. Several times after the opening of
the jail the fiber line from the courthouse had been severed by construction. The
phone system at the Jail relies on the main phone switch at the courthouse for
operation. The lost connection resulted in all phone service internal and external
to the Jail was lost until repairs to the fiber line had been completed. In the event
