The <br />following enclosures are included: <br /> <br />1. Aerial photo with new road and box culvert alignment illustrated <br /> <br />2. Cass County 17 Corridor Study drawing recommending acquisition of the entire property at 64th Ave/Cass <br />17 to allow sight distance at the intersection. <br /> <br />3. Page from July 2004 Appraisals and Real Estate Research, Inc. appraisal in the amount of $55,000. <br /> <br />4. Page from December 2003 Crown Appraisals appraisal in the amount of $73,000. This appraisal was rejected <br />by the ND Department of Transportation review appraiser on the grounds that one of the employees of the <br />appraisal company had a personal interest in a nearby property that created a potential conflict of interest. <br /> <br />5. Page from November 2002 RM Hoefs and Associates, Inc appraisal in the amount of $44,000. This appraisal <br />was rejected by the North Dakota Department of Transportation review appraiser because of an apparent <br />disagreement with the logic and conclusions of the appraisal. <br /> <br />The recommendation included with my November 29 memo was to acquire the property for the price of $75,000. <br />This equates to $29,761/acre. There are 4 other properties required for the 64th Ave Culvert project. In those <br />instances the amount of land taken is much less, but I'd like to stay fairly consistent with the per acre price that we <br />pay for each parcel. 3 of the 4 other properties were appraised at $25,000/acre in the most recent appraisal. The <br />4th one was appraised at a lower per acre price on the basis that some clean up would be necessary before the <br />property could be developed. We have made offers on each of the other 4 properties, but have not <br />received responses from the other owners. <br /> <br />Since the seller of the 64th Ave/C 17 property has indicated an unwillingness to negotiate, the other option that <br />could be considered is to proceed with condemnation.
