<br />Coordinated Enforcement Plan - Summary <br />The JCEC is responsible for the development of a Coordinated Enforcement Plan to reduce juvenile crime <br />based upon an analysis of juvenile justice system needs. Proposed programs and/or services to be <br />funded should be related to the needs identified in the Plan. Existing community plans may be used. <br />Please provide a summary of the Coordinated Enforcement Plan. <br /> <br />Briefly Describe the analysis of juvenile justice system needs: <br /> <br />In 1994, the State of North Dakota Juvenile Court System adopted a balanced approach to restorative <br />justice which has served the state and local jurisdictions well. Cass County is in agreement with that <br />balanced approach and accountability is one which our coalition believes is necessary for many juvenile <br />offenders. Juvenile offenders must be held accountable for their actions and any financial losses created <br />by those actions. Programs that address these needs and assist in reducing the formal juvenile court <br />proceedings can benefit both the offender and society. <br /> <br />Detail how the JABG funds will be used and the rationale, based on the analysis of needs, <br />for selection: <br /> <br />Our coalition would like to continue to fund three projects that provide alternatives to Juvenile Court but <br />this years funding will only allow us to fund two projects. Youth Court allows offenders to appear before a <br />group of their peers. The primary goal of Youth Court is teaching juvenile offenders the necessity of taking <br />responsibility for their own actions and to help keep youth from further involvement in illegal behaviors. <br />The second project focuses on juvenile work/community service programs that holds juvenile offenders <br />accountable and assists in compensating the victim if possible. These projects maximize the benefits of <br />these approaches and the accoutabiltiy which is so important in restorative justice. <br />
