<br />APPENDIX A <br />PAGE 1 OF 3 <br /> <br />AGREEMENT FOR PARTICIPATION <br />IN THE NORTH DAKOTA <br />SECTION 157 OCCUPANT PROTECTION PLAN <br /> <br />PROJECT NO. PHSP1570502 SP 01 Ph 03 <br /> <br />SCOPE OF WORK <br /> <br />The purpose of this contract is to provide funding to the Cass County Sheriff's Office for <br />participation in the North Dakota Occupant Protection plan. Funding for this project is provided <br />through the National Highway Traffic Safety Administration (NHTSA) under the authority of <br />23 u.S.c. 157. The objective of this grant program is to increase seat belt use in North Dakota, for <br />both adults and children, by supporting the implementation of an innovative, educational, and <br />enforcement period. The success of this project is built upon the strategy that education, along with <br />high visibility and consistent enforcement, is an effective means to change driver behavior and <br />positively impact occupant protection use. <br /> <br />., The Cass County Sheriff's Office agrees to participate in the statewide planned and <br />coordinated blitz activities taking place during the course of this contract. These blitz <br />events will take place during November 2004 and May 2005. {J.ìllldingfor May 2005 is <br />not yet available.} Public infonnation and paid media will be conducted statewide prior <br />to enforcement activities and coordinated at the state level. <br /> <br />., The Cass County Sheriff's Office must agree to participate in the organized enforcement <br />blitz activity with occupant protection violations as the primary traffic enforcement effort. <br />Enforcement and education are the best methods for changing behavior. <br /> <br />, The Cass County Sheriff's Office must submit an activity report immediately following the <br />blitz activity. This activity report must be submitted to the traffic safety office prior to <br />reimbursement. Late reports will result in a delay in processing or a reduction in payment. <br /> <br />., The reimbursement voucher must include all citation activity during the reportable time <br />period. <br />
