CASS COUNTY RECEIVED
GOVERNMENT
MAW NOv 1 .7) 2014
coutay COMMISS t
MEMORANDUM
Highway
TO: Cass County Commission
Department
FROM: Jason Benson, Cass County Engineer /
Jason Benson,P.E.
County Engineer DATE: November 7, 2014
Richard S.Sieg SUBJECT: Agenda Item for November 17, 2014 Commission Meeting:
Superintendent Transportation Alternatives Program Application for the
Northern Cass Pass through the Hunter/Arthur Joint Park
Thomas B.Soucy,P.E. Board JPA
Design and Construction
Engineer The NDDOT is currently accepting applications for the 2015 Transportation
Alternatives Program (TAP). TAP funds are to be used on projects related
to surface transportation as to include construction of on-road and off-road
trail facilities for pedestrians, bicyclists, and other nonmotorized forms of
transportation.
Starting with the BNSF abandonment of the rail line between Hunter and
Arthur, the two communities formed the Hunter/Arthur Joint Park Board
JPA in order to develop a recreational trail. This project, Northern Cass
Pass, has already been approved for funding for through the ND RTP and
ND Outdoor Heritage Fund and is being developed and funded in phases.
The TAP funding would allow the paving of the first section of trail through
the town Arthur.
The Hunter/Arthur Joint Park Board JPA is not seeking financial support for
this project at this time. However, since the project is located in rural Cass
County, the County must serve as the official Sponsor of the project. By
sponsoring the project, Cass County is only responsible for processing
funding through the NDDOT and project oversight.
SUGGESTED MOTION: Authorize the Cass County Engineer to sign as
the Project Sponsor for the Transportation Alternatives Program
Application for the Northern Cass Pass through the Hunter/Arthur Joint
Park Board JPA.
1201 Main Avenue West
West Fargo,North Dakota
58078-1301
701-298-2370
1:Adman-Eng Comm,sston Consp 22014 Conumssion C orrespondenve:%genda Memo-TAP Applicasion for\onhem(Ass Pius.do,
Fax:701-298-2395
