CASS COUNTY <br /> COMMISSION POLICY MANUAL 38.25 <br /> SUBJECT: ORDINANCE #2014-1 (AUTHORIZE SHERIFF TO POLICE PUBLIC EVENTS) <br /> ADOPTED DATE: PAGE 1 OF 2 <br /> ORDINANCE NO. 2014-1 <br /> AN ORDINANCE TO AUTHORIZE THE SHERIFF TO POLICE PUBLIC EVENTS <br /> PURPOSE: <br /> The purpose of this Ordinance is to promote the safe enjoyment of public events <br /> throughout the county by authorizing the sheriff to police such events. <br /> DEFINITIONS: <br /> "Car race" means a competition that is (1) used to determine which vehicle is fastest in <br /> covering a set course, and (2) held open to the public at a location having a capacity of <br /> at least one hundred people. <br /> "Car show" means any public exhibition of vehicles at a location having a capacity of at <br /> least one hundred people. <br /> "Music festival" means a musical performance by one or more groups held out of doors <br /> with the audience being present primarily for the purpose of listening to music. <br /> "Public concert" means a musical performance by one or more groups held indoors where <br /> the audience is seated by reserve or general admission with the audience being present <br /> primarily for the purpose of listening to music and the location of such musical <br /> performance having a seating capacity of at least one thousand people. <br /> "Public dance" means any dance where the public may participate and is present primarily <br /> for the sole purpose of dancing and where the location of the dance has a capacity of at <br /> least one hundred people. <br /> "Public event" means an occurrence held open to the public at a location having a capacity <br /> of at least one hundred people, and includes a car race, car show, music festival, public <br /> concert, public dance, and rodeo, but does not include a neighborhood block party, a <br /> church event, or any event limited to invited persons. <br /> "Rodeo" means any sporting event that is (1) comprised of contests designed to test the <br /> skill of participants and involving horses, livestock, or both, and (2) held open to the public <br /> at a location having a capacity of at least one hundred people. <br /> "Vehicle" includes every device in, upon, or by which any person or property may be <br /> transported or drawn upon a public highway, except devices moved by human power or <br /> used exclusively upon stationary rails or tracks. <br />
