CASS COUNTY <br /> GOVERNMENT <br /> MAW November 10, 2014 <br /> Board of County Commissioners <br /> Cass County Government <br /> 211 9th Street South <br /> Fargo ND 58103 <br /> Auditor <br /> Re: 911 Fee Ordinance <br /> Michael Montplaisir,CPA <br /> 701-241-5601 Dear Commissioners: <br /> Treasurer You passed a resolution at the first board meeting in September to place a question <br /> on the November ballot regarding a county-wide 911 fee of$1.50 per month per <br /> Charlotte Sandvik communication device. Currently, there are three separate 911 fee structures in <br /> 701-241-5611 Cass County. The City of Fargo was the first to initiate a 911 system and a fee to <br /> go along with it. Their current fee is$1.00 per month. The City of West Fargo was <br /> Director of next and their current fee is $1.50. The county then implemented a fee of$1.00 <br /> per month. All three entities were subsidizing the fees with property tax dollars to <br /> Equalization pay their shares of the 911 costs. At the general election last week, county voters <br /> Frank Klein approved a county-wide 911 fee of$1.50 per month. <br /> 701-241-5616 <br /> With the transition to a county-wide 911 fee structure at$1.50 per communication <br /> device, our revenues will exceed the expense. The 2015 budget for the Red River <br /> Regional Dispatch Center is$3.5 million with $2.5 million of that being covered by <br /> North Dakota entities. In addition, the county will pay 15% of the first dollar or <br /> (10% of the total) to the North Dakota Association of Counties for system-wide <br /> improvements. The 911 fee at $1.50 is expected to raise about $2.9 million for <br /> 2015. If our estimates are correct,this first year there should be a surplus of about <br /> $100,000. <br /> I recommend the board approves the first reading of the ordinance on November <br /> 17th with final approval at the December 15th meeting.
