Commission Minutes—October 20, 2014 4378 <br /> REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> OCTOBER 20, 2014 <br /> 1. MEETING CALLED TO ORDER <br /> Chairman Ken Pawluk called the meeting to order at 3:30 PM with all members present as <br /> follows: Chad M. Peterson, Darrell Vanyo, Mary Scherling, Vern Bennett, and Ken Pawluk. <br /> 2. PLEDGE OF ALLEGIANCE <br /> Heather Worden led the Pledge of Allegiance. <br /> 3. MINUTES APPROVED <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded that the minutes of the <br /> previous meeting be approved as written. Motion carried. <br /> 4. AGENDA, Order approved <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Vanyo seconded to approve the order of the <br /> agenda. Motion carried. <br /> 5. CONSENT AGENDA APPROVED <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Bennett seconded to approve the consent <br /> agenda as follows: On roll call vote, the motion carried unanimously. <br /> a. Receive and file Indemnity Bonds on Lost Instrument for Grang P. Kuac and First <br /> Assembly of God; and authorize the county auditor and county treasurer to issue <br /> duplicate checks. <br /> b. Allow the solicitation of clothing items from Cass County employees to be given to the <br /> Salvation Army for distribution to the needy. <br /> c. Receive the monthly financial statement from the Auditor's Office for the month ended <br /> September 30, 2014. <br /> d. Approve a permit to conduct a poker tournament on November 15, 2014, at the <br /> Knickerbocker Liquor Locker in Hickson, North Dakota, for Diamond in the Ruff Pet <br /> Rescue. <br /> e. Contract approval <br /> - Flood lot leases; <br /> - North Dakota Department of Transportation—federal aid construction agreement <br /> for upgrades to the existing railroad signal system east of Mapleton; <br /> - North Dakota Department of Transportation—traffic safety grant in the amount of <br /> $16,900 for seatbelt, alcohol and underage drinking enforcement (no local match is <br /> required). <br /> 6. ORDINANCE #2014-1 POLICE PUBLIC EVENTS <br /> Sheriff Paul D. Laney said since the last meeting he met with State's Attorney staff to discuss <br /> revisions to the draft ordinance to authorize the sheriff to police public events. He said some <br /> of the definitions have been clarified and seating capacity for particular events has been <br /> included in the latest draft. Also, it identifies that a public event does not include neighborhood <br /> block parties, church events, or events limited to invited persons. <br />
