CASS COUNTY <br /> ORDINANCE #2014- (AUTHORIZATION OF SHERIFF TO POLICE PUBLIC <br /> EVENTS) <br /> Purpose <br /> The purpose of this Ordinance to promote the safe enjoyment of public events <br /> throughout the county by authorizing the sheriff to police such events. <br /> Definitions <br /> "Car race" means any competition to determine which vehicle is fastest in covering a set <br /> course. <br /> "Car show" means any public exhibition of vehicles. <br /> "Music festival" means a musical performance by one or more groups held out of <br /> doors with the audience being present primarily for the purpose of listening to music. <br /> "Public concert" means a musical performance by one or more groups held indoors <br /> where the audience is seated by reserve or general admission with the audience being <br /> present primarily for the purpose of listening to music and the location of such musical <br /> performance having a seating capacity of at least one thousand people. <br /> "Public dance" means any dance where the public may participate and is present <br /> primarily for the sole purpose of dancing and where the location of the dance has a <br /> capacity of at least one hundred people. <br /> "Public event" means any occurrence held open to the public, regardless of whether an <br /> admission cost is charged, and includes, but is not limited to, a public dance, music <br /> festival, public concert, rodeo, car show, and car race. <br /> "Rodeo" means any sporting event consisting of contests that involve horses, livestock, <br /> or both and are designed to test the skill of participants. <br /> "Vehicle" includes every device in, upon, or by which any person or property may be <br /> transported or drawn upon a public highway, except devices moved by human power <br /> or used exclusively upon stationary rails or tracks. <br /> General Provisions <br /> When a public event is held in this county, excluding areas within an incorporated city <br /> with a police chief, the sheriff may police the public event so that law and order are <br /> there maintained. The sheriff shall determine the number, if any, of deputy sheriffs, <br /> special officers, or licensed private security officers needed to police the public event <br /> properly.
