Worden, Heather
From: Berndt, Keith
Sent: Tuesday, September 30, 2014 10:06 AM
To: Pawluk, Ken
Cc: Edwards, Brielle;Worden, Heather
Subject: FW: 911 Coordinator Duties
Commissioner Pawluk,
Here's some added background from Dave Rogness regarding the 911 coordinator duties.
Keith
Original Message
From: Rogness, Dave
Sent: Tuesday,September 30, 2014 9:46 AM
To: Berndt, Keith; Benson,Jason; Durand, Hali
Cc: Laney, Paul
Subject: RE: 911 Coordinator Duties
Keith,
Several years ago, there was a discussion at the commission level to move the 911 coordinator responsibilities from the
Sheriff's Office (Glenn Ellingsberg)to the Emergency Management Office. I checked with the ND 911 Association at the
time to find out what was happening in other counties in ND. The information revealed that Emergency Managers were
typically 911 coordinators in very small counties, or in counties where that county had their own dispatch center and the
Emergency Manager had a dual role including managing their dispatch center. The commission declined to transfer the
911 coordinator duties at the time.
Cass is unique because of the combined RRRDC. In Cass County the role of the 911 coordinator is largely a figurehead
representative for 911 as RRRDC represents Cass on the ND 911 Association for technical and policy issues surrounding
the 911 system. The bulk of tasks for the 911 Coordinator in Cass involve 911 addressing of county residences and
business within our ESN zones and those tasks have historically always been accomplished by the county planning office.
Sheriff Laney discussed this proposal with me last week, and I agreed that it was an appropriate transfer of the function.
Dave
Original Message
From: Berndt, Keith
Sent:Tuesday,September 30, 2014 9:24 AM
To: Rogness, Dave; Benson,Jason; Durand, Hali
Subject: FW: 911 Coordinator Duties
All,
I was reviewing the agenda for Monday's meeting with Commissioner Pawluk and we had several questions on this
request. I want to make sure everyone is comfortable with this. Some of the duties listed in the attached memo seem
like they may lend themselves to the Emergency Manager as opposed to the County Planner. Thoughts?
Keith
Original Message
1
