Board of County Commissioners <br /> August 18, 2014 <br /> Page 2 <br /> The attached pages show the adjustments made over the past week, the new Levy <br /> Summary and summary pages for the General, Social Service, and County Road <br /> Funds. Also included are the anticipated new employees for next year and lastly, <br /> the Notice to Taxpayers that we are required to publish and to mail to selected <br /> taxpayers. <br /> Once you approve the preliminary budget and anticipated mill levy rate, you may still <br /> make changes to the budget but you can't raise the mill rate. Adjustments may be <br /> made to the budget, as we normally do from time to time, but any increased <br /> expenditures have to be funded either by increased non-tax revenue or by spending <br /> reserves. As you review the budget in the coming weeks, I would be happy to assist <br /> you in looking at options for the budget. <br /> You need to establish the hearing date, time, and location for the legal notices. My <br /> suggestion is to hold the hearing during the second commission meeting in <br /> September. Normally the commission has approved the final budget following that <br /> hearing, but you may hear information from residents that may need further study <br /> before approving the preliminary budget. If that is the case, you need to set the <br /> date, time, and place for a secondary hearing at that meeting when you would be <br /> prepared to approve the final budget. <br /> Sincerely, <br /> M.,......e.,..4/ 7 cliel.„,,,,,:„ <br /> Michael Montplaisir, CPA <br /> Cass County Auditor <br /> SUGGESTED MOTIONS: <br /> Move to approve the preliminary budget in the amount of $88,300,207 with a <br /> maximum mill levy of 71.82 mills and to set a hearing on the Preliminary Budget for <br /> September 15, 2014, at 6:00 p.m. in the Cass County Commission Room, 211 9th St. S <br /> in Fargo, North Dakota; and further move to direct the County Auditor to publish and <br /> mail the required public notices prescribed by state law. <br /> Move to authorize the Insurance Committee and the Wellness Committee to review <br /> the health insurance policies and rates and to make a recommendation to the <br /> County Commission at their first meeting in November regarding the Health <br /> Insurance Program and Wellness Plan for 2015. <br />
