Commission Minutes—July 21, 2014 4324 <br /> REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> JULY 21, 2014 <br /> 1. MEETING CALLED TO ORDER <br /> Vice Chairman Chad M. Peterson called the meeting to order at 3:30 PM with members <br /> present as follows: Darrell Vanyo, Mary Scherling, Vern Bennett, and Chad M. Peterson. <br /> Ken Pawluk was absent. <br /> 2. PLEDGE OF ALLEGIANCE <br /> Heather Worden led the Pledge of Allegiance. <br /> 3. MINUTES APPROVED <br /> MOTION, passed <br /> Mr. Bennett moved and Mrs. Scherling seconded that the minutes of the <br /> previous meeting be approved as written. Motion carried. <br /> 4. AGENDA, Order approved <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Bennett seconded to approve the order of the <br /> agenda with the addition of a special event permit to the consent agenda; <br /> and a payment to FEMA for 2009 flood acquisitions project and <br /> reimbursement request to the State Water Commission for Fargo flood <br /> control projects to the regular agenda. Motion carried. <br /> 5. CONSENT AGENDA APPROVED <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Bennett seconded to approve the consent <br /> agenda as follows: On roll call vote, the motion carried unanimously. <br /> a. Receive and file Lost Instrument Bonds for Ann K. Jesser and Ladina Sanders; and <br /> authorize the county auditor and county treasurer to issue duplicate checks. <br /> b. Receive financial statement from the Auditor's Office for the month ended June 30, 2014. <br /> c. Allow employee solicitation of school items and back packs for the United Way school <br /> supply drive. <br /> d. Approve a special event permit for B & G Beverages II, Inc. d/b/a Town Hall Bar to serve <br /> alcoholic beverages on Saturday, July 26, 2014, during the hours of 5:00 PM to 1:00 AM <br /> for a United North Dakota business event in the Hartl Ag Building at the Red River Valley <br /> Fairgrounds in West Fargo, North Dakota. <br /> 6. RESOLUTION #2014-10, 11, 12, Interim financing for flood diversion project <br /> John Shockley from Ohnstad Twichell, P.C. serves as bond counsel for Cass County <br /> regarding temporary financing for the Flood Diversion Authority and was present to discuss <br /> interim financing for the project. For consideration is a loan agreement for a short-term <br /> bond issue allowing for an additional $50 million for ongoing studies, engineering services, <br /> land and home acquisitions, and levee construction this year. Also, since Fargo and Cass <br /> County are pledging sales tax dollars in a collaborative effort to increase efficiencies with <br /> financing, an intergovernmental agreement has been drafted. He said the loan agreement <br /> closing is scheduled for July 30th after which time funds may be accessed. He said in the <br /> resolution regarding county sales tax funds, it states the county will pledge 91% of the <br />
