Building Committee---March 21, 2014 2 <br /> Mr. Montplaisir said the County Coroner has been part of the county for a long time; however, the <br /> county has been delinquent in taking care of them and has an obligation to consider all options. <br /> MOTION, passed <br /> Mr. Berndt moved and Mr. Montplaisir seconded to recommend that <br /> the County Commission consider putting the Coroner's Office in the <br /> Sunmart Building. On roll call vote, the following voted in favor: Mr. <br /> Berndt, Mr. Montplaisir, and Mr. Peterson. Opposed: Mr. Laney. <br /> Motion carried. <br /> 4. DISCUSS SCOPE OF WORK FOR FUTURE JUNVENILE AND SHERIFF'S SPACE <br /> Mr. Laney said they are at a crossroads with juvenile detention, the patrol space, alternative <br /> sentencing and work release. He said the 24/7 program is growing rapidly and will continue to <br /> grow. Currently, they are running the program out of the front lobby of the jail. This site is not <br /> ideal because of the number of people in the program. <br /> The juvenile detention facility was built in the 1960's and housed in the Annex building. Following <br /> an assault on an officer, a pod at the jail was fitted for juveniles and the facility was moved to the <br /> jail. This is not a permanent solution for the juvenile facility as the juveniles must not have <br /> contact with the adult jail population nor can male and female juvenile offenders have contact <br /> with each other. Staff has ensured the facility meets standards and the current set-up meets <br /> state regulations, but the jail pods were built for adults. <br /> A committee from the Sheriff's Office has been working on a feasibility study. The state has been <br /> included and has provided input. <br /> Ms. Tollefson said they do not accept federal juvenile offenders at the facility due to the program <br /> demands on a federal level. All juveniles housed at the facility are from the region. <br /> Mr. Berndt said they could put out a Request for Qualifications. Mr. Peterson said this would <br /> ultimately lengthen the process a bit, however, it would allow local firms the opportunity to be <br /> part of the process. Mr. Montplaisir said at this time the committee is looking for concepts and a <br /> feasibility study. <br /> MOTION, passed <br /> Mr. Montplaisir moved and Mr. Berndt seconded to proceed with <br /> sending out a Request for Qualifications which will include a <br /> preliminary design and feasibility study for a juvenile detention <br /> facility, alternative sentencing, patrol space, work release space, <br /> and possible coroner space. On roll call vote, the motion <br /> carried unanimously. <br /> 5. ADJOURNMENT <br /> MOTION, passed <br /> On motion by Mr. Laney, seconded by Mr. Montplaisir and all voting in <br /> favor, the meeting was adjourned at 11:15 AM. <br /> Minutes prepared by Cindy Stoick, Principal Secretary <br />
