Commission Minutes—March 17, 2014 4275 Mr. Pawluk asked about taking the issue to an advisory vote of the people. Mr. Montplaisir suggested if the commission was to proceed with a question on the ballot, he recommends it be done in an election year when the three offices are not on the ballot. At this time, the board did not take any action regarding this item. 12. FLOOD DIVERSION MONTHLY BILLING, Approved Mr. Montplaisir discussed the billing from the FM Diversion Board of Authority for the month of February, 2014, and an additional billing for December, 2013. The expenses are the county's share of engineering, legal, and construction management services. MOTION, passed Mr. Vanyo moved and Mr. Peterson seconded to approve the expenses for the Flood Diversion Board of Authority in the amount of $416,852.09 for month of February, 2014; and $499,055.05 for the month of December, 2013. Discussion: Mr. Vanyo said at the last Flood Diversion meeting, he inquired about a task order for the 4th Street lift pump station. He questioned if the local costs should be paid completely by the Diversion Authority, which consists of 50/50 Fargo and Cass County funding, or if it would be more appropriate for the city to pay a higher percentage for this item. It was decided at the Diversion Authority meeting that staff would review the matter and report back. He said this issue is important to clarify because county funds should only be used on the in-town features that are an integral part of the Diversion project. On roll call vote, the motion carried unanimously. 13. VOUCHERS, Approved MOTION, passed Mr. Vanyo moved and Mr. Peterson seconded to approve Voucher No. 276,834 through Voucher No. 277,191. On roll call vote, the motion carried unanimously. 14. MEETING UPDATE; ELECTIONNOTER ID REQUIREMENTS, Committee reports Commissioners reported on the meetings they have attended the last two weeks, including the Red River Basin Commission, East Central County Commissioners Association, and annual township workshop. Mr. Montplaisir said the Secretary of State will begin a public campaign this week on new voter identification requirements, which have changed since the last election two years ago. 15. CORRESPONDENCE, Received and filed MOTION, passed Mr. Peterson moved and Mr. Vanyo seconded to receive and file correspondence outlined by the secretary as follows: Motion carried. - Information from the North Dakota Department of Emergency Services regarding the roles and responsibilities of emergency managers; - Notice of Annexation regarding county-owned flood property in West Chrisan Subdivision that will be annexed into the City of Fargo (this area is also where the county is currently trying to buy additional homes).
