Mr. Montplaisir <br /> suggested if the commission was to proceed with a question on the ballot, he recommends <br /> it be done in an election year when the three offices are not on the ballot. <br /> At this time, the board did not take any action regarding this item. <br /> 12. FLOOD DIVERSION MONTHLY BILLING, Approved <br /> Mr. Montplaisir discussed the billing from the FM Diversion Board of Authority for the month <br /> of February, 2014, and an additional billing for December, 2013. The expenses are the <br /> county's share of engineering, legal, and construction management services. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to approve the expenses <br /> for the Flood Diversion Board of Authority in the amount of $416,852.09 <br /> for month of February, 2014; and $499,055.05 for the month of December, <br /> 2013. Discussion: Mr. Vanyo said at the last Flood Diversion meeting, <br /> he inquired about a task order for the 4th Street lift pump station. He <br /> questioned if the local costs should be paid completely by the Diversion <br /> Authority, which consists of 50/50 Fargo and Cass County funding, or if it <br /> would be more appropriate for the city to pay a higher percentage for this <br /> item. It was decided at the Diversion Authority meeting that staff would <br /> review the matter and report back. He said this issue is important to <br /> clarify because county funds should only be used on the in-town <br /> features that are an integral part of the Diversion project. On roll call <br /> vote, the motion carried unanimously. <br /> 13. VOUCHERS, Approved <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to approve Voucher No. <br /> 276,834 through Voucher No. 277,191. On roll call vote, the motion <br /> carried unanimously. <br /> 14. MEETING UPDATE; ELECTIONNOTER ID REQUIREMENTS, Committee reports <br /> Commissioners reported on the meetings they have attended the last two weeks, including <br /> the Red River Basin Commission, East Central County Commissioners Association, and <br /> annual township workshop. <br /> Mr. Montplaisir said the Secretary of State will begin a public campaign this week on new <br /> voter identification requirements, which have changed since the last election two years ago. <br /> 15. CORRESPONDENCE, Received and filed <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Vanyo seconded to receive and file <br /> correspondence outlined by the secretary as follows: Motion carried. <br /> - Information from the North Dakota Department of Emergency Services regarding the <br /> roles and responsibilities of emergency managers; <br /> - Notice of Annexation regarding county-owned flood property in West Chrisan <br /> Subdivision that will be annexed into the City of Fargo (this area is also where the county <br /> is currently trying to buy additional homes). <br />
