CASSELTON TRAIN DERAILMENT AFTER ACTION REPORT <br /> Dave Rogness, Emergency Manager, was present to provide an after action report on the <br /> train derailment accident which occurred on December 30, 2013, about a quarter mile west <br /> of Casselton. He said the incident continues to attract a wide level of interest across the <br /> country because of the response provided by county staff and other local agencies. <br /> Mr. Rogness said major strengths identified from the event include the Incident Command <br /> Structure (ICS), planning, evacuation and law enforcement, ambulance, fire and health <br /> response to the incident. He outlined primary areas to improve, which include operational <br /> communication capabilities at the Incident Command Post (ICP); use of the emergency <br /> announcement system (EAS) along with CodeRED to notify the public; agency liaison <br /> function at the ICP; and media and public information officer capabilities. <br /> 9. SHERIFF'S OFFICE, Feasibility study for juvenile detention and alternative holding <br /> facility <br /> Sheriff Paul D. Laney was present and said at the last Sheriff's Office rotational meeting, he <br /> discussed a feasibility study for a new juvenile detention and alternative holding facility that <br /> would also provide space for the County Coroner's Office and Sheriff Patrol Division. He <br /> said staff looked into grant dollars for the study costs, but were unsuccessful in finding any <br /> funds. He spoke with the county auditor about possibly using reserve funds for study <br /> expenses. <br /> Keith Berndt, County Administrator, said this issue may fall under the jurisdiction of the <br /> Building Committee. He said the county may want to consider hiring Kimme & Associates <br /> for the study as they are the same consultant used for the Cass County Jail and Courthouse <br /> West Addition. <br /> Mr. Vanyo said it would be helpful to have additional information before the budget process <br /> begins this year. Mr. Peterson suggested not only Kimme & Associates but other firms also <br /> be considered for the study. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to refer the issue to <br /> conduct a feasibility study to determine site evaluation, selection, and <br /> facility design for construction of a new juvenile detention and <br /> alternative holding facility to the Building Committee. Motion carried. <br /> 10. SOCIAL SERVICES, Request for two eligibility workers for Medicaid Assistance <br /> Affordable Care Act cases <br /> Chip Ammerman, Social Services Director, was present to discuss a request to hire two <br /> additional eligibility workers to process new Affordable Care Act (ACA) Medicaid Assistance <br /> cases. This issue was discussed at the last Social Services board meeting. Mr. Peterson <br /> said the county is not receiving much funding assistance from the state for these cases, and <br /> at the very least, the county should consider hiring one additional staff person. <br />
