CASS COUNTY RECEIVED <br /> GOVERNMENT <br /> 11101611 MAR c, 2014 <br /> rASS COUNTY COMMISSION <br /> Maple-Steele Joint TO: Landowners Within the Proposed Assessment District for the UPPER <br /> MAPLE FLOOD PROTECTION DISTRICT NO. l PROJECT <br /> Water Resource <br /> District FROM: Maple-Steele Joint Water Resource District <br /> Barnes County Water Resource District <br /> The Maple-Steele Joint Water Resource District("Maple-Steele") is developing a <br /> Jurgen Suhr floodwater detention project in Carpenter Township in Steele County known as the <br /> Chair UPPER MAPLE FLOOD PROTECTION DISTRICT NO. 1 PROJECT (the "Upper Maple <br /> Page,North Dakota River Dam"). The Upper Maple River Dam would include construction of an <br /> Josh Ihry earthen embankment dam with concrete principal and secondary spillways. The <br /> project would detain floodwaters from the Maple River,and would limit damages to <br /> Manager downstream properties and infrastructure that frequently experience flooding along <br /> Hope,North Dakota the Maple River. The project would provide flood protection benefits to properties <br /> Rodger Olson in Steele,Barnes,and Cass Counties. <br /> Manager Maple-Steele and the Barnes County Water Resource District ("Barnes") are <br /> Leonard,North Dakota cooperating regarding potential funding and financing options for construction ofthe <br /> Tor Bergstrom Upper Maple River Dam. Maple-Steele and Barnes have estimated the total costs <br /> of designing and constructing the Maple River Dam will be approximately <br /> Manager $8 Million. However,the North Dakota State Water Commission and the Red River <br /> Finley,North Dakota Joint Water Resource District have already committed cost-share funding in the <br /> amount of$6.5 Million for the project, cost-share that will reduce the amount of <br /> Greg Thykeson funding necessary from landowners who would benefit from the project. In addition, <br /> Manager Maple-Steele and Barnes are seeking additional cost-share from the Cass County <br /> Portland,North Dakota sales tax and from federal sources recently authorized under the Farm Bill to further <br /> reduce the $1.5 Million local share of the project. For your information, the <br /> Gerald Melvin Cass County sales tax could cover up to 50%of the local cost based upon the current <br /> Manager cost-share policy. <br /> Buffalo,North Dakota <br /> Maple-Steele and Barnes have jointly commenced a formal assessment voting <br /> process to determine if landowners who would benefit from the project support the <br /> project, and if they are ultimately willing to fund and finance any remaining local <br /> share of the cost of designing and constructing the Upper Maple River Dam. <br /> Enclosed with this letter are materials regarding Maple-Steele and Barnes' formal <br /> Carol Harbeke Lewis assessment voting process,including a NOTICE OF HEARING(the hearing will be on <br /> April 2,2014,at 10 a.m.at the Page Auditorium);the Preliminary Assessment List <br /> Secretary-Treasurer for the project; a map of the proposed Upper Maple River Dam and the <br /> 201 Main Avenue West corresponding assessment district; and the project ballot(on which all benefitting <br /> 1201 <br /> ND Avenue West and other affected landowners may vote on whether or not Maple-Steele and Barnes <br /> West <br /> should proceed with the Upper Maple River Dam). <br /> 701-298-2381 <br /> Fax 701-298-2397 <br /> wrd(clico.cass.nd.us <br />
