CASS COUNTY
GOVERNMENT
MAIM MEMO
TO: Cass County Commissioners
County
Administrator FROM: Keith Berndt =
Keith Berndt DATE: January 2, 2014
SUBJECT: Generator upgrades at Annex and Jail
We've recently learned that Cass County will be required to either add emissions
equipment or replace the generators in the Annex and Jail buildings to meet new
EPA emission standards. I recently received quotes for the emissions equipment. I
also received quotes for replacing the annex generator with a new generator that
meets the standards. I am awaiting a quote for the replacement cost of the jail
generator. (Options 1 and 2 below)
A third option would be to would be to discontinue our peak-controlled contract
with Xcel. This would cause our electric rates to increase, but would exempt us from
the new EPA rules because we'd be using it only for emergency use.
These expenditures were unanticipated and therefore not budgeted. I will be
prepared to discuss the options and provide a recommendation on Monday.
Annex Jail
Generator Age 20 years 12 years
Estimated Generator Life remaining 5 — 10 years 15 -20 years
Option 1 Replace Generator $153,000 TBD
$300,000+/-
Option 2 Upgrade Emission Equipment $44,000 plus $58,000 plus
estimated estimated
$2,000/yr $2,500/yr
Box 2806 maintenance maintenance
211 Ninth Street South
Fargo,North Dakota 58108 Option 3 Discontinue Peak Control Contract with Xcel $14,000/year $41,000/year
701-241-5720
Fax 701-297-6020
www.casscountynd.gov
berndtk @casscountynd.gov
