h-Traldi RECEIVED <br /> DEC 16 1013 <br /> SELF DECLARATION PROPOSAL CASS COUNTY C <br /> December 2013 OMM�SSloN <br /> In October of 2013, County Social Service Staff were informed by NDDHS of new federal requirements <br /> regarding Self-Declared Day Care Providers that would begin January 1, 2014. These requirements <br /> include the addition of two home visits per year per provider which were not required in the past. In <br /> addition,other home inspections are required if the registrant moves in the meantime to the new <br /> residence. If there are concerns or violations noted in the home inspection for the Self-Declared <br /> providers, continued monitoring for compliance is required. <br /> • NDDHS has stated that the County Social Services is their defined designee to provide <br /> oversight and ensure compliance to the requirements of the program. <br /> • The Self-Declared requirements are primarily the same collection of information as required <br /> for fully licensed Day Care providers. <br /> • Starting in November of 2013,Self-Declared cases are reimbursed at the same monthly rate of <br /> the Day Care licensing rates.(Currently$18.61/case/month-July 2014 an increase to$19.36 <br /> plus$15/case yearly registration.) <br /> Cass County Social Services has averaged 130 Self-Declared providers over the past year; 50%of whom <br /> are New Americans who need interpreters to understand the regulations. Many providers move within <br /> the first year, so another initial visit will be needed. <br /> There is not sufficient staff resources to meet the new standards for these new mandated requirements. <br /> PROPOSAL: <br /> Add a .8 Human Service Aide II (HSA II), Grade E, who will have primary responsibility for the Self- <br /> Declared process. The position will be funded, in part,through state dollars that the county began <br /> receiving on November 1, 2013 for the provision of Self-Declared registrations. <br /> 1 Full Time Position—A13/E Human Service Aide II <br /> Base Salary $24,373 <br /> Benefits 14,295 <br /> Equipment/Training Costs 3.840 <br /> Total $42,508 <br /> Resources to fund position <br /> Estimated revenue $31,558.80(Jan.-Dec. 2014 fee and monthly support) <br /> Estimated revenue 5,000 (Nov.& Dec. 2013 fee and monthly support) <br /> Adjustment to 2014 Budget 3,000 (adjustment from Adobe Pro purchase for EA) <br /> Total $39,558.80 <br /> Difference 2,900.00 <br /> Suggested Motion: <br /> Move to approve the .8 Human Service Aide II (HSA II)Grade E position as proposed. <br />
