<br />Commission Minutes--August 12, 2004 2770 <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mr. Meyer seconded to include $300,000 <br />in the preliminary budget for the Fargo Cass County Economic <br />Development Corporation. Discussion: Mr. Bennett would like to <br />see more economic development efforts done in rural Cass <br />County. On roll call vote, the motion carried unanimously. <br /> <br />911 Fund <br />Mr. Montplaisir said fees are collected from both cell phone and land lines and is financed <br />without using general funds. <br /> <br />Kathy Colvin was present to discuss the regional dispatch center. She said the county <br />contributes 15% or about $270,000 toward the center. Their budget has increased by a <br />minimal amount from last year. She discussed the equipment replacement fund and <br />reserve fund, both of which act as savings accounts for new computer equipment and for <br />emergencies. She invited commissioners to an open house and ribbon cutting to be held <br />October 27th at the new facility. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Meyer seconded to approve the 911 <br />budget request. On roll call vote, the motion carried <br />unanimously. <br /> <br />The board took a break at 9:35 AM, and reconvened at 10:00 AM with all members <br />present. <br /> <br />Sheriff/Jail/Juvenile Detention <br />Sheriff Don Rudnick, Chief Deputy Glenn Ellingsberg, and Chief Deputy Jim Thoreson <br />were present. The budget includes a request for seven new vehicles; a jail cargo van; a <br />half-time jail nurse; one civil process server; one truck regulatory deputy; and one booking <br />clerk for the jail. Mr. Rudnick said an ordinance is needed in order for the new deputy to <br />fine overweight vehicles. Mr. Wagner suggested that an ordinance be drafted and <br />scheduled on a future agenda so everything is in place by the end of the year. <br /> <br />Mr. Ellingsberg said the juvenile detention budget stayed relatively the same as last year. <br />He also discussed the jail commissary fund and said monies coming in and going out are <br />about the same. The vending machines bring in about 26% revenue. He feels revenues <br />would increase if the commissary was handled by jail staff instead of the vending <br />machines. <br /> <br />Mr. Wagner asked about the status on video arraignment. Mr. Ellingsberg said he is <br />waiting on the state's attorney to develop a consent form for inmates to sign. <br /> <br />Farqo Cass Public Health <br />Mary Kay Hermann, Director of Fargo Cass Public Health, was present. Also present <br />were Myron Berglund, Environmental Health Services, and Heidi McLean, RN. Ms. <br />Hermann said the budget increased from $435,124 to $469,370. Their budget does not <br />include cost of living adjustment figures because they were not available from the city <br />auditor's office. <br />
