<br />Commission Minutes--August 11, 2004 2768 <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to approve the 2005 <br />budget of the Fargo Moorhead Metropolitan Council of Governments <br />since the request is for the same amount as last year. On roll call <br />vote, the motion carried unanimously. <br /> <br />Water Resource Districts <br />Tom Fischer, Mike Buringrud, Bill Thompson and Wes Beilke were present representing <br />the four Water Resource Districts in Cass County. Each water board levies four mills and <br />an additional one mill for the Red River Joint Board. Also present was Carol Lewis, <br />Secretary-Treasurer. The budgets include raising the per diem rate to $65 per day for <br />board members; and this is the second year of a two-step process to increase the <br />secretary-treasurer's salary, according to Mr. Fischer. <br /> <br />Mr. Vanyo asked for information on a drainage complaint near Arthur, North Dakota, along <br />County Road 34. Mr. Buringrud, from the North Cass Water Resource Board, said he is <br />familiar with a project which began a number of years ago. He said some work needs to <br />be completed to bring it up to permit specifications, and there is a question as to who is <br />responsible for completing the work. The North Cass Board consulted with their attorney, <br />and the matter is also being referred to the Cass County State's Attorney. Mr. Wagner, <br />who has the county highway department portfolio this year, said he understands the <br />drainage permit was issued by the water board to a farmer, or group of farmers, and now <br />there is a question of who is responsible for enforcing permit specifications. Everyone <br />was in agreement the situation needs to be resolved for the person filing the complaint. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Meyer seconded to approve the 2005 <br />water resource budgets as submitted. On roll call vote, the motion <br />carried unanimously. <br /> <br />3.
