CASS COUNTY
GOVERNMENT RECEIVED
MAIM OCT '11 20131
CASS COUNTY COMMISSLON
Highway TO: Cass County Commission
Department P
FROM: Jason Benson, County Engineer
Jason Benson, P.E.
County Engineer DATE: October 11th, 2013
Richard S. Sieg SUBJECT: Consent agenda item for Commission Meeting of October 21,
Superintendent 2013 Commission Meeting: To authorize participation in
2014 Color Digital Ortho aerial photography, LiDAR contour
Thomas B. Soucy, P.E. mapping and planimetrics project
Design and Construction
Engineer
The City of Fargo, on behalf of metro area jurisdictions, is requesting
proposals from qualified consultants for digital orthophotos, color aerial
photography, LiDAR contour and Mapping. The project is eligible for
$200,000 from the Federal Transportation Funds given to the State of North
Dakota and subsequently to Metro COG. Metro COG distributes these
dollars to the participating entities, which helps to reduce the cost per
square mile. This allows organizations within the Metropolitan Planning
area to acquire more data than they might not otherwise have been able to
afford. It is anticipated that Cass County will receive approx. $59,000 of
these dollars.
Cass County would like to participate in this project to acquire updated 6"
pixel resolution imagery, planimetrics and LiDAR for selected areas in Cass
County with the following breakdown:
LiDAR= 30 sq. miles
Aerials, Planimetrics (Road edges and building footprints) 100 sq. miles
These include areas along the proposed diversion corridor and in cities
surrounding the metro area where flood control projects and \or growth
have taken place. The last time data was collected for this area was 2011
(see included map).
The proposals for aerial photography and LiDAR will be reviewed by a
selection committee that includes representatives from the Metropolitan
area. The proposals will be evaluated and ranked based on a pre
1201 Main Avenue West determined list of criteria. The top ranking consultant chosen by the
West Fargo, North Dakota selection committee will be recommended for fee negotiation based on the
58078 1301 sealed cost proposal.
701 298 -2370
Fax: 701 298 -2395
