Department of Health, Communicable Confinement Disease Procedure, NDCC 23 -07.6 <br /> NDCC Code references are listed on page 11 of this appendix. <br /> Assumptions <br /> Greatest hazard risks requiring evacuation in Cass County would be from flood, dike failure <br /> during flood, and urban and rural fire. <br /> Spontaneous evacuation will occur when there is sufficient warning of the threat. Between 5 <br /> to 20 of the people at risk will evacuate before being directed to do so. <br /> Some people will refuse to evacuate, regardless of the threat. <br /> Some owners of companion pets will refuse to evacuate unless arrangements have been made <br /> to care for their animals. <br /> Some special needs residents may be unable to evacuate by their own power and will need <br /> assistance in evacuation. <br /> Until 2009 no major evacuation or circumstance requiring shelter /mass care has taken place in <br /> Cass County. During the flood of 2009, 3500 persons were evacuated.
